Infrastructure Development and Architecture Vacancies at National Police Foundation

About the role

National Police Foundation (NPF) invites applications from highly qualified, experienced and motivated professionals for its Infrastructure Development and Architecture Directorate (IDAD) – PMU. The vacancies cover construction management, architectural design, engineering, finance, contracts and procurement, surveying, drafting and site supervision.

Appointments will be purely on contract for an initial period of two years. Contracts may be extended by one year at a time, subject to satisfactory performance, organizational requirements and mutual consent.

Eligibility

General Manager (Construction)

BE/BSc in Civil Engineering or equivalent, with registration as a Professional Engineer with the Pakistan Engineering Council (PEC). A master's degree in Construction Management or Project Management is preferred. Applicants must have at least 12 years of post-qualification experience in construction, project execution, technical sanction, implementation of public-sector development projects, contract administration and infrastructure development projects, including seven years in PPS-08 or equivalent in a government or public-sector organization. Knowledge of Planning Commission guidelines, PPRA, FIDIC and project management tools will be an advantage. Maximum age: 55 years.

Manager – Design (Head of Wing)

Five-year Bachelor of Architecture from an HEC-recognized university, valid Pakistan Council of Architects and Town Planners (PCATP) registration, and a master's degree in Project Management. At least 10 years of post-qualification experience in designing infrastructure or housing projects is required. Maximum age: 40 years.

Manager – Engineering Works (Head of Wing)

BSc in Civil Engineering from an HEC-recognized university, valid registration as a Professional Engineer with PEC, and a master's degree in Project Management, Construction Management or Structural Engineering from an HEC-recognized university. At least 10 years of relevant post-qualification professional experience in engineering works is required, preferably in construction, civil works, infrastructure development or project management within a public-sector organization, government department, autonomous body or reputable private-sector organization. Maximum age: 40 years.

Manager – Finance

MBA in Finance, ACMA, CA Finalist or equivalent. At least 10 years of relevant post-qualification professional experience in finance, accounts, budgeting, financial management, audit or related fields is required, preferably in a public-sector organization, government department, autonomous body or reputable private-sector organization. Maximum age: 40 years.

Manager – Contracts and Procurement

BSc in Civil Engineering from an HEC-recognized university with valid PEC registration, and working knowledge of Primavera P6 and MS Project. At least 10 years of relevant post-qualification professional experience in contracts, procurement, tendering, contract administration or supply chain management is required, preferably in a public-sector organization, government department, autonomous body or reputable private-sector organization. Maximum age: 40 years.

Assistant Manager

Five-year Bachelor of Architecture from an HEC-recognized university with valid PCATP registration. Working knowledge of AutoCAD, Revit, SketchUp, Lumion, 3ds Max and D5 Render is required. Applicants must have at least three years of relevant post-qualification professional experience in architectural design, planning and preparation of architectural drawings, preferably in a public-sector organization, government department, consultancy firm or reputable private-sector organization. Maximum age: 35 years.

Assistant Manager – Engineering Works

BSc in Civil Engineering from an HEC-recognized university with valid PEC registration, and working knowledge of Primavera P6 and MS Project. At least three years of relevant post-qualification professional experience in engineering works, construction, infrastructure development, project execution, maintenance or related fields is required, preferably in a public-sector organization, government department, autonomous body, engineering consultancy, construction firm or reputable private-sector organization. Maximum age: 30 years.

Visual Artist

DAE in Civil Engineering from a recognized institution. At least seven years of relevant post-qualification professional experience in architectural visualization, graphic design, 3D modelling and rendering, architectural design or related fields is required, preferably in a public-sector organization, government department, architectural consultancy, construction firm or reputable private-sector organization. Experience with Lumion, 3D Studio Max and D5 software is required. Candidates with a Diploma in Architecture will receive preference and must also submit portfolios. Maximum age: 35 years.

Sub Engineer (Civil)

Diploma of Associate Engineering in Civil Engineering. At least five years of relevant post-qualification professional experience in civil engineering works, construction, infrastructure development, building maintenance or related fields is required, preferably in a public-sector organization, government department, autonomous body, engineering consultancy or reputable construction firm. Maximum age: 35 years.

Assistant Finance

BS in Accounting and Finance or an equivalent qualification in a related field. At least two years of relevant post-qualification professional experience in finance, accounts, budgeting, audit or related fields is required, preferably in a public-sector organization, government department, autonomous body or reputable private-sector organization. Maximum age: 30 years.

Assistant – Contracts and Procurement

BSc in Civil Engineering, Commerce, Supply Chain or a related field from an HEC-recognized university. At least two years of relevant post-qualification professional experience in contracts, procurement, tendering, purchasing, supply chain management or related fields is required, preferably in a public-sector organization, government department, autonomous body or reputable private-sector organization. Maximum age: 35 years.

Surveyor

Diploma or certificate in Surveying. At least two years of relevant post-qualification professional experience in land or building surveying, civil works, construction, infrastructure development or related fields is required, preferably in a public-sector organization, government department, autonomous body, engineering consultancy or reputable construction firm. Maximum age: 30 years.

CAD Operator

DAE in Civil Engineering with AutoCAD proficiency. At least 10 years of relevant professional experience in CAD drafting, mapping, spatial data management, digital mapping or related fields is required, preferably in a public-sector organization, government department, engineering consultancy, architectural firm or reputable private-sector organization. Maximum age: 40 years.

Site Supervisor

Diploma in Civil Engineering. At least two years of relevant professional experience in site supervision, construction, civil works, building maintenance, infrastructure projects or related fields is required, preferably in a public-sector organization, government department, construction firm, engineering consultancy or reputable private-sector organization. Maximum age: 30 years.

Draftsman

Diploma or certificate in Draftsmanship with AutoCAD. At least two years of professional experience in drafting, CAD drafting, architectural or civil drawings, or related fields is required. Experience in AutoCAD and preparation of technical or working drawings will be preferred. Maximum age: 30 years.

Degrees and certificates must be from HEC-recognized universities or institutes. Registration with PEC, PCATP or the Bar Council is mandatory where applicable. Preference will be given to candidates with relevant experience in NHA, CDA, Pak PWD, NESPAK, FWO, WAPDA, C&W Departments, government, public-sector or semi-government organizations.

Applications submitted by hand, courier or any other channel will not be accepted. Hard copies of documents, photographs and forms are required only at the interview stage. Visual Artist applicants must also submit portfolios.

A non-refundable processing fee of Rs. 2,000 is payable for each application and each post. Applicants applying for more than one post must pay a separate fee for each post. Pay through the 1Link-1Bill service using any bank, ATM, internet banking, Easypaisa, JazzCash or UPaisa, with the 22-digit PSID generated on the fee challan issued by the online application portal.

Government and semi-government employees must apply through the proper channel and produce a valid NOC at the interview. Only shortlisted candidates will be called for a test or interview. No travelling or daily allowance will be admissible.
