Project Management Staff Vacancies at WASA Lahore

About the role

Water and Sanitation Agency (WASA), Lahore invites applications for positions in its Project Management Unit for the Construction of Wastewater Treatment Plant (WWTP) at Babu Sabu, Lahore. The project is funded by the French Development Agency (AFD). Appointments will be on a contract basis for 12 months, extendable as required.

Eligibility

• Project Director: B.Sc. in Civil, Mechanical, Public Health or Environmental Engineering, or an equivalent qualification from a Pakistan Engineering Council (PEC)-recognized university or institute. A foreign qualification is preferred. At least 15 years of professional experience in public health engineering, sewerage systems or wastewater treatment plants in the public or private sector is required. Experience on projects of international funding agencies or banks is preferred.

• Infrastructure Specialist / Deputy Project Director: B.Sc. in Civil Engineering from a PEC-recognized university or institute. A foreign qualification is preferred. At least 11 years of professional experience in public health engineering, sewerage systems or wastewater projects in the public or private sector is required. Experience on projects of international funding agencies or banks is preferred.

• Procurement & Contracts Specialist: B.Sc. in Civil or Mechanical Engineering from a PEC-recognized university or institute, or a master's degree in Procurement Management, Economics, Finance, Commerce, Law, Business Management or Contract Management from an HEC-recognized university. At least 12 years of professional experience in procurement and contract management in the public sector is required, including procurement on foreign-funded or mega projects. Experience managing FIDIC-based contracts is required.

• Environment & Social Specialist: B.Sc. in Environmental Engineering or Environmental Sciences from a PEC-recognized university or institute. At least 12 years of professional experience in sanitation, public health or environment in the public or private sector is required, including work on environmental and social safeguards for projects financed by international funding agencies or banks.

• Admin & Finance Specialist: Master's qualification in Business or Finance, ACCA/CA Intermediate, or equivalent. At least 12 years of professional experience in the public or private sector is required. Experience on projects of international funding agencies or banks is preferred.

• Mechanical Specialist: B.Sc. in Mechanical Engineering or equivalent from a PEC-recognized university or institute. At least 12 years of professional experience in public health engineering, sewerage systems or wastewater treatment plants in the public or private sector is required.

• Electrical Specialist: B.Sc. in Electrical Engineering from a PEC-recognized university or institute. At least 12 years of professional experience in public health engineering, sewerage systems or wastewater treatment plants in the public or private sector is required.

• Internal Auditor: CA Intermediate, ACCA, CMA Intermediate, or 16 years of education with a degree in Finance, Auditing, Accounting, Commerce or a relevant discipline. At least 12 years of professional experience in the public or private sector is required. Experience on projects of international funding agencies or banks is preferred. Qualification and relevant experience in internal audit, internal controls, risk assessment and fiduciary control are required. Candidates must have at least six years of relevant experience in financial controls, risk assessment, fiduciary control and related areas, preferably including three years as head of an internal audit unit in an organization with comparable conditions. Excellent written and oral communication, interpersonal skills, and strong IT, data-handling and analytical skills are advantageous.

• Sub Engineer: DAE in Civil, Electrical or Mechanical Engineering for the corresponding vacancy, with at least seven years of experience in the public or private sector. A significant portion of this experience must be on water and sanitation projects.

• CAD/GIS Operator: Associate's degree in GIS, Geography, CAD or a related field, with at least three years of related experience in the public or private sector.

Good communication and managerial skills are preferred for the Project Director, Infrastructure Specialist, Procurement & Contracts Specialist, Environment & Social Specialist, Admin & Finance Specialist, Mechanical Specialist, Electrical Specialist, Sub Engineer and CAD/GIS Operator positions.

Required qualifications must be from HEC-recognized institutions. Registration with PEC is mandatory wherever applicable. Relevant experience will be calculated from the date the required qualification was obtained. Age will be calculated from the date of birth on the CNIC or birth certificate.
