IT Management Vacancies at Medical Teaching Institution Nowshera

About the role

Medical Teaching Institution, Nowshera (MTI Nowshera) invites applications for three senior IT posts. Its constituent units are Qazi Hussain Ahmad Medical Complex and Nowshera Medical College. MTI Nowshera is an autonomous body run by a Board of Governors under the Khyber Pakhtunkhwa Medical Teaching Institutions Reform Act 2015, as amended in 2026.

All posts are offered on a three-year contract, which is extendable. Selected candidates will receive competitive, market-based salaries. Their services will be governed by the Khyber Pakhtunkhwa Medical Teaching Institutions Reform Act 2015 and the relevant rules and regulations, as amended from time to time.

1. Assistant Manager (Systems & Networks): three-year contract, extendable

Eligibility

Assistant Manager (Systems & Networks)

• Education: BS (4 years) in Computer Science, Information Technology, Computer Engineering or Software Engineering, or an equivalent qualification from an HEC-recognised university.

• Experience: at least 5 years of planning, implementing, administering, troubleshooting and maintaining enterprise IT infrastructure in a reputable organisation. A tertiary care hospital or healthcare institution is preferred.

• Experience areas:

- Enterprise LAN/WAN and wireless networks - Windows Server administration - Virtualization (VMware/Hyper-V) - Active Directory - Enterprise storage (SAN/NAS) - Backup and disaster recovery - Network security and firewalls - Data centre operations

• Mandatory certification (one of):

- CCNA - Cisco Certified Specialist - Microsoft Certified (Windows Server/Azure Administration) - CCNP

• Added advantage:

- VMware Certified Associate (Data Center Virtualization) - Fortinet Certified Associate (NSE) - ITIL Foundation - CompTIA Network+/Security+ - Palo Alto Networks certification - IBM, Dell EMC, HPE or equivalent infrastructure certifications

Assistant Manager (Software & Web Development)

• Education: BS (4 years) in Computer Science, Software Engineering, Information Technology or Computer Engineering, or an equivalent qualification from an HEC-recognised university.

• Experience: at least 5 years in a reputable public or private organisation covering:

- Enterprise software development - Web application development - Database design - Application support - System integration - Software project implementation

• Preferred experience: leading software development teams and managing web-based projects.

• Added advantage:

- Microsoft Certified: Azure Developer Associate or DevOps Engineer Expert - AWS Certified Developer – Associate - Oracle Certified Professional (OCP) or Oracle APEX certification - ITIL Foundation - CEH, CompTIA Security+ or an equivalent cyber security certification

Database Manager

• Education: BS (4 years) in Computer Science, Information Technology, Computer Engineering or Software Engineering, or an equivalent qualification from an HEC-recognised university.

• Experience: at least 5 years in a reputable public or private organisation covering:

- Database administration and design - Performance tuning - Backup, recovery and disaster recovery - Database security and support

• Preferred experience:

- Oracle Database and Oracle APEX - Healthcare information systems (HMIS) - ERP systems and other enterprise database environments - Planning and implementing high-availability database solutions, database migration and disaster recovery environments

• Added advantage:

- OCP – Database Administration - Oracle Database Administration Certified Associate/Professional - Microsoft Certified: Azure Database Administrator Associate - Microsoft SQL Server certification - Oracle Cloud Infrastructure (OCI) certification - Linux Administration certification (RHCSA/RHCE)

General conditions

• Experience marks are awarded only for relevant experience gained after obtaining the required degree.

• Civil servants must attach a No Objection Certificate (NOC) from their parent department, or they will be considered ineligible.

• A selected civil servant must submit evidence of accepted resignation from civil service within 90 days of joining. Failure to do so will lead to termination from service ab initio without notice.

• A candidate may be disqualified or debarred from interview for any of the following:

- Conviction by a court - Dismissal from public service - Knowingly giving false information or suppressing information - Seeking support for candidature by improper means - Submitting forged certificates - Tampering with age or academic certificates - Misbehaving in the interview

4. Submit the application in person or by registered courier to the HR Department, MTI Nowshera (NMC/QHAMC), Office of the Director Human Resource, Qazi Hussain Ahmad Medical Complex, Kabul River, Mardan Road, Nowshera Kalan, Tehsil and District Nowshera, Khyber Pakhtunkhwa.

Applications arriving after the closing date will not be entertained, even if the fee was paid in time. Only shortlisted candidates will be called for interview, and shortlisting will be based on pre-interview marks. Bring original documents to the interview. No TA/DA is admissible for the test or interview. The competent authority may cancel any post as required by MTI Nowshera.
